Keidanren Calls for a Strategic Overhaul of Japan’s Foreign Talent Policy

Japan Business Federation (Keidanren) has released a new policy proposal calling for a comprehensive reform of Japan’s approach to foreign talent, citing labor shortages, demographic decline, and intensifying global competition for skilled workers.

The proposal emphasizes that Japan can no longer treat foreign workers as a temporary or supplementary labor force. Instead, Keidanren argues that foreign talent should be positioned as a core component of the country’s long-term economic and social strategy.

Key Points

  • Improve the clarity and usability of residence status systems, and expand pathways for highly skilled professionals.
  • Create a more flexible framework so foreign workers can build stable careers in Japan.
  • Strengthen consistent support across education, employment, and daily life to help foreign residents integrate smoothly.
  • Enhance coordination among ministries, local governments, and the private sector to reduce fragmentation and administrative barriers.

Keidanren also warns that global competition for talent is accelerating, as many countries are upgrading their immigration systems to attract skilled workers. Without decisive reforms, Japan risks falling behind in securing the human resources needed for innovation and sustainable growth.

The proposal concludes that accepting foreign talent should be viewed not only as an economic measure, but as structural reform essential to Japan’s future. Keidanren calls on the government to move beyond incremental adjustments and implement a coherent, long-term strategy that positions Japan as an attractive destination for global talent.
