What’s new
• The government will launch a new Training & Employment (育成就労) system to replace the current Technical Intern Training Program.
• Job-change restrictions will be relaxed: after a set period and basic conditions (e.g., Japanese ability / skills), workers will be able to change employers within the same industry.
• Restriction terms differ by sector (e.g., 2 years in caregiving, food service, auto maintenance, etc.), considering skill difficulty and industry requests.
• After around 3 years, longer-term residence will be easier by moving to the higher-skill Specified Skilled track.
• The reform aims to reduce abuse, improve mobility, and make regional hiring more sustainable.
• To prevent over-concentration in Tokyo/Osaka, extra rules will limit relocations into big metros.

• Keep a record of skills and certificates and working hours. This will help when you change job or apply for Specified Skilled Worker
• Learn workplace Japanese early such as safety words and tool words and standard work words. This helps you get permission to change employer faster
• When you plan to move from a big city to a local area check the rules and quotas of the prefecture before moving.
